Turf Replacement Rebate Program

SPECIAL NOTICE:  For single-family residences, the City of Napa rebate described below may be supplemented by the State of California Turf Replacement Rebate.  That is a temporary program funded by the Prop 1 Water Bond to help address California's historic drought.  It has its own separate terms & conditions and application process.  Rebates will be awarded on a first-come first-served basis while funds last.  For more information regarding the State rebate, visit saveourwaterrebates.com, call 844-642-7410, or email This email address is being protected from spambots. turf.jpgSupported by a Prop 84 Grant from the California Department of Water Resources, the City of Napa is offering water customers an incentive to replace their thirsty lawns with water-efficient landscaping.  The program offers $1.00 per square foot to replace eligible lawn areas with:

  • Low-water-use, climate-appropriate plants, and/or
  • Permeable hardscape

The program is open to all properties that are served by a City of Napa water account - residential, commercial, industrial, or institutional.  The following per site maximum rebate amounts apply:

  • $750 for Single-Family Residential (equivalent to 750 square feet of lawn removed)
  • $2,500 for HOA/Multi-Family/Commercial/Institutional (equivalent to 2,500 square feet of lawn removed)

Customers may of course remove more turf area than is covered by the rebate program, but the per site maximum $ still applies.

Customers must consent to brief Pre- and Post-Inspection site visits.
NOTE: Lawn areas to be converted must be historically irrigated.
Long-dead lawns or lawns already removed at the time of pre-inspection are not eligible. 

NOTE: Artificial Turf installations are not eligible for the rebate as they do not meet the criteria for sustainable landscaping under State grant funding agreements.  Artificial Turf for homes may be eligible for financing under the HERO Program.

Water Quality and Backflow Prevention

The City of Napa is committed to providing a safe and reliable supply of drinking water that meets all State and Federal health standards.  The Water Division's three treatment plants transform raw source water into clean and safe drinking water using three basic steps - sedimentation, filtration, and disinfection.  The water supply is continuously sampled and tested for contaminants to ensure that health standards are met and that taste, odor, and appearance are optimized.

Throughout the year, we shift water sources from one reservoir to another and change where water is treated to manage water supplies, adjust for customer water demands, and accommodate emergency or maintenance projects.  These operational changes may occasionally result in customers noticing changes to the taste and smell of their tap water.  Regardless of these seasonal changes, your tap water is safe to drink and currently meets all State and Federal standards.
