Building Division

The Building Division is responsible for the enforcement of building standards to safeguard health, life, safety, property, and public welfare of all buildings and structures within the City of Napa.

The Building Division's Goals are to:

  • Provide responsive and efficient service to the public in a friendly manner.
  • Review construction plans for compliance with 2016 California Building Code, City ordinances, and state law. 
  • Provide competent investigations for all complaints.
  • Provide education for the general public and construction professionals as it relates to new building regulations and methods. 

The City of Napa adopted the 2016 California Building Code effective January 1, 2017 as amended by City municipal code section 15.04.030.

Our Services

We provide and sustain public works services in the best interests of the community. The Public Works Department maintains streets, storm drains, streetlights, traffic signals, sidewalks, water treatment/distribution, recycling and Capital Improvement projects.


Development Engineering Division

Construction Division

The Construction Division oversees and inspects the construction of capital improvement projects, encroachment permits and development projects throughout the City of Napa. The Division also issues encroachment permits, transportation permits and administers the Sidewalk Repair program.

Engineering Division/Capital Improvement Program

The Engineering Division leads the development and implementation of the City’s 5-year Capital Improvement Program.  The Division performs the design of Capital Improvement Project infrastructure, excluding water projects which are handled by the Water Division. The Engineering Division provides design management to other Departments and Divisions on an as-needed basis.  The Division also manages on-call civil engineering and land surveying contracts.

Water Division

Maintenance Division

The Public Works Maintenance Division is responsible for the maintenance of approximately 480 lane miles of public roadway and right-of-way. Facilities that the division maintains include street pavement, sidewalks, ADA ramps, curb and gutter, storm drainage, street lights, traffic signals, pavement markings, bicycle lanes, and traffic signs.  Various maintenance programs have been implemented which fully maximize the use of the division's 37 full-time Maintenance Workers. A management team is responsible for the day-to-day operations, as well as for short and long range planning.

Fleet Division

The Fleet Management Division provides full-service, “cradle-to-grave” management of the vehicles and equipment (purchase, maintenance, and disposal) used by all City Divisions and personnel.

Recycling and Solid Waste Division

The City of Napa Materials Diversion Division (aka Recycling Division) is responsible for the work to meet the City's Disposal Reduction Policy and the State of California's mutual goal of diverting at least 75% of waste away from landfill by the year 2020.  The Materials Diversion Division also administers the recycling and solid waste collection contract.
