Privacy Statement

This is version 1.0 of the City of Napa Website Privacy Statement, effective October 1, 2007.

The City of Napa recognizes and respects your right to privacy regarding personally identifiable information you provide to the City through your use of the City’s website. For the purpose of this Privacy Statement, the City considers personally identifiable information to include your name, phone number, e-mail address, and physical address. The purpose of this statement is to inform you about the types of information that is collected when you visit the site, and how the City may use the information.

The City will not release personally identifiable information unless either: (1) the person providing the information has consented to the release, or (2) the City is compelled by law to release the information. It is important to understand that the City has obligations to provide public access to “public records” under the California Public Records Act (California Government Code sections 6250, et seq.); although there are limited exceptions to the City’s obligation to disclose records in order to protect “personal information”. Thus, while the City takes reasonable steps to protect personally identifiable information, there may be portions of your communications that the City will be required to reveal to the public. For example, the City may be required to provide access to the substance of your communication with a deletion (or redaction) of your identifying information.

This Privacy Statement describes in more detail, below, the limitations on the City’s collection and use of personally identifiable information (also referred to, below, as “personal information”).

If you do nothing during your visit to the City of Napa Web site but browse or download information, we may automatically collect and store the following information about your visit:

1. The Internet Protocol (IP) address and domain name used but not the email address. The Internet Protocol address is a numerical identifier assigned either to your Internet service provider or directly to your computer. We use the Internet Protocol Address to direct Internet traffic to you;

2. The type of browser and operating system you used and your connection speed;

3. The date and time you visited this site;

4. The web pages or services you accessed at this site; and

5. The web site you visited prior to coming to this web site.

The information we may automatically collect or store would be used to improve the content of our web services and to help us understand how people are using our services. The City of Napa analyzes our web site logs to continually improve the value of the materials available on our site. Our web site logs are not personally identifiable, and we make no attempt to link them with the individuals that browse the City of Napa Web site.

If during your visit to cityofnapa.org you participate in a survey, fill in and send an online form, or send an email, the following additional information will be collected:

1. E-mail correspondence: The e-mail address and contents of the e-mail;

2. Forms and Surveys: Any information you volunteered in response to the form or survey.

The information collected may not be limited to text characters and may include audio, video, and graphic information formats you send us. The information is retained in accordance with the City of Napa rules and regulations.

We may use your email to respond appropriately. This may be to respond to you, to address issues you identify, to further improve our web site, or to forward the email to another agency for appropriate action. Form and survey information would be used for the purpose designated.

Personal Information and Choice

"Personal information" is information about an individual that is readily identifiable to that specific individual. Personal information includes personal identifiers such as an individual's name, address, and phone number. A domain name or Internet Protocol address is not considered personal information.

We will not collect personal information about you unless you voluntarily participate in an activity that asks for information (i.e. sending an e-mail, filling in and sending a form, or participating in a survey). If you choose not to participate in these activities, your choice will in no way affect your ability to use any other feature of the City's Web site.

If personal information is requested on the web site or volunteered by the user, the City will not release the personal information unless either: (1) the person providing the information has consented to the release, or (2) the City is compelled by law to release the information. As noted above, the City has obligations to provide public access to “public records” under the California Public Records Act (California Government Code sections 6250, et seq.); although there are limited exceptions to the City’s obligation to disclose records in order to protect “personal information”. Thus, the City may be legally compelled to disclose personal information if not protected by an exception to the Public Records Act.

Users are cautioned that the collection of personal information requested from or volunteered by children on-line or by email will be treated the same as information given by an adult and may be subject to public access.

Public Disclosure

We strive to protect personally identifiable information by collecting only information necessary to deliver our services. All information that may be collected at this site becomes public record that may be subject to inspection and copying by the public, unless an exemption in law exists.

Accessibility Statement

This is version 1.0 of the official accessibility statement for the City of Napa website, as of October 1, 2007.

Executive Summary

We have made several considerations during the design of this website. Above all else, we believe content should be accessible to all users, regardless of viewing device, screen size, language, or other unique and unforseen challenges. With this in mind, our site heavily relies on the use of Cascading Style Sheets to visually style the layout of our site. This strategy allows devices to gracefully degrade the visual layout of the site while maintaining content accessibility.

As a user of this website, if you discover inaccessible documents and need assistance, contact City Hall at 707.257.9500 or This email address is being protected from spambots. You need JavaScript enabled to view it. at This email address is being protected from spambots. You need JavaScript enabled to view it..

In addition to the detailed accessibility information provided below, we also considered the following technical details (provided July 2007 - source):

  • 57% of browser-based website traffic is using Internet Explorer 6 or 7.
  • 34.5% of browser-based website traffic is using Mozilla Firefox.
  • 80% of browser-based website traffic is using a resolution at or above 1024 x 768 pixels.
Considering this information, as well as the detailed information below, our visual layout is based on a minimum-viewport of at least 1000 pixels. The website has been thoroughly tested with Internet Explorer 6, Internet Explorer 7, Safari 2 (OSX), Firefox 1, Firefox 2, Jaws 8, and  Lynx 2.8.5rel1 (win). If you are not using one of the browsers listed please consider upgrading, if able. Current generation browsers improve the security and privacy of your computer and its information, in addition to improving the visual rendering of the websites you visit.
