The Project Background and Study Area

Dwight Murray Plaza (“the Plaza”) is a civic plaza in Downtown Napa that was constructed and dedicated in 1974.  The Plaza was last improved by the former Redevelopment Agency in the 1980s under the auspices of urban renewal.

The Plaza is bordered by Brown Street, which is partially closed to automobile traffic and functions as a pedestrian corridor.  Brown Street connects pedestrians from the Downtown core to multiple county buildings, parking facilities and structures, the community's 9/11 Memorial, and nearby retail and service businesses.  

In 2015, the City Council identified the renovation of the Plaza as a high priority project and subsequently approved $1.5 million in the fiscal year 2015-16 and fiscal year 2016-17 Capital Improvement Program budget for redesign and construction of the Plaza.  

Consistent with Council direction during its 2015 goal setting workshop, staff issued a Request for Proposal to redesign the Plaza. The project’s scope of work emphasized extensive stakeholder and community input and consultation by a professional art consultant to ensure a range of opportunities are available for future public art integration. 

On May 17th, 2016 the Napa City Council approved a conceptual redesign plan for Dwight Murray Plaza in Downtown Napa.


In the fall of 2016, the City Manager appointed a selection panel (Panel) to guide the selection of an artist and the artwork for the Plaza. This Panel consisted of two members of the Public Art Steering Committee, one member from the Parks & Recreation Advisory Commission, one business owner fronting on the Plaza, and two representatives from the Downtown Napa Association. After careful review, the Panel selected Environmental Artist, Ned Kahn for the project.

On March 21, 2017 the City Council approved Ned Kahn's art proposal for the Plaza entitled "Veil of Water."  Construction for the project is anticipated to begin in late 2017.

Napa Valley tourists spend nearly $2B in 2016. Napa Valley tourism generated $1.92 billion in visitor spending in 2016, a 17.5 percent increase since the last survey was done in 2014. -The North Bay Business Journal.

First Street Napa announces first new tenants in downtown. Lush, the U.K.-based company that sells “fresh, handmade cosmetics,” will open a store in the revamped downtown shopping center. A second new First Street Napa tenant was also announced – a wine bar, restaurant and wine retail shop called Compline.  -Napa Valley Register

‘Living river’ rejuvenates Napa, brings needed flood control.  When this rainy season’s biggest storms hit the Bay Area in January, Napa’s year-old Oxbow bypass was put to the test. It passed with flying colors. -San Francisco Chronicle.

Napa, Solano hotels fuller in February, emptier in Marin, Sonoma. Napa and Solano counties saw a boost in hotel occupancy rates in February over last year, while two other counties saw rates remain basically unchanged, according to a monthly report from hospitality data analysis firm STR.  Napa County average room occupancy rate was 67.4%, up 2.4% over the same month in 2016. The rate of increase in Solano County was 2.8% to 70%. -The North Bay Business Journal.

Sonoma, Napa visitor spending hits all-time high in 2016.  Visitor spending in the North Bay has hit record highs and shows no signs of slowing down.  For the six-county region, Sonoma County had the largest amount of travel spending — $1.82 billion — followed by Napa County, with $1.27 billion.  -The North Bay Business Journal.

Blue Note jazz club signs Napa Valley Opera House lease. Beginning this summer, jazz enthusiasts will be able to enjoy world-class performances in downtown Napa.  The Napa Valley Opera House (nvoh.org) and New York-based Blue Note (bluenote.net) reached a final lease agreement bringing a Blue Note jazz club to the Napa Valley and Bay Area. -The North Bay Business Journal.

Embassy Suites plans 54-room addition in Napa. As local hotel occupancy rates continue to rise, lodging experts have cited the need for more hotel rooms in Napa. -Napa Valley Register

Napa economy shines in 2015. Rising home values, declining unemployment and the strength of the local wine and hospitality industries combined to create a strong Napa County economy this past year, said local experts.  -Napa Valley Register

Wine industry rules in south county's industrial area.  Wine is king not only in rural Napa County, but also in the south county industrial area near the airport. -Napa Valley Register

Sizzling Napa lodging industry posts 14.8 percent revenue gain. Napa Valley’s lodging industry is enjoying double-digit growth in revenues, beating other parts of the Bay Area.  -Napa Valley Register

Bounty Hunter reveals plans for new Napa home; site demolition begins.  In about nine months, Mark Pope, founder and CEO of Bounty Hunter Rare Wine & Spirits, plans to start work on a four-story building where the restaurant will move from its current quarters less than a block away. Completion is scheduled for early 2018 on the project  -Napa Valley Register

Who will buy Copia's south parking lot?  A developer who planned to build a retail and residential complex in the south parking lot of the Copia complex has dropped out of the project, leaving the future use of the parcel up for debate.   -Napa Valley Register

Napa’s unemployment rate falls.  The unemployment rate in Napa County was 4.2 percent in August (2015), down from a revised 4.4 percent in July and below the year-ago estimate of 5.3 percent, according to data released Friday by the state Employment Development Department (EDD). Napa County continues to have the fifth lowest unemployment rate for the state. -Napa Valley Register

Growing demand sparks construction of single-family homes.  After years of little single-family home construction in Napa, pent-up demand is now driving a number of new projects, including homes that sell for more than $1 million. -Napa Valley Register

New bypass will do double-duty as park and flood protection.  The finished product, funded by the Army Corps to the tune of $18.5 million of federal money, is a hybrid of sorts. Its open design is intended to carry floodwaters without major impediments, such as trees, yet there are park-like amenities, including winding paths with unique perspectives on downtown and the Oxbow District. -Napa Valley Register

The 30 Best Small Cities in America: Readers' Choice Awards 2014 Coming in at #5: Napa, CA. This legendary northern California town is no. 1 for bucket-list oenophiles, home to more than 400 local wineries.  For an unusual take on the area hop a ride on the Napa Valley wine train, a 36-mile, three-hour journey in vintage carriages with optimal views, not to mention a multi-course dinner and private tours of two vineyards. Just south of of Napa, The Carneros Inn is surrounded by bountiful groves, fields, and orchards. -Conde Nast Traveler

Charlie Palmer Steak to open in downtown Napa. Palmer, who recently opened Harvest Table in St. Helena’s Harvest Inn, will be opening a branch of his Charlie Palmer Steak in Napa’s forthcoming Archer Hotel Napa (1300 First St.). It will be the fifth location of Charlie Palmer Steak, joining outposts in DC, New York, Reno and Las Vegas. Palmer will also run the rooftop bar/pool area at the self-described “uniquely Napa, luxury boutique” hotel, which is slated to open in fall 2016. -San Francisco Gate

With economy strong, Napa builders begin housing projects. After years in the doldrums, Napa’s new housing market is springing to life.  There is a pent-up demand for housing now that the Great Recession is a fading memory and people no longer have to put off buying or upgrading, industry observers say. -Napa Valley Register

Napa ranked eighth best for job growth.  A website called NewGeography.com has named Napa as the eighth best small city for job growth and 15th best among cities of all sizes. -Napa Valley Register

Smaller Stars: The Best Small And Medium-Size Cities For Jobs 2015. There’s been a strong resurgence in what may be considered playgrounds for the expanding ranks of the affluent residents of major urban areas, particularly on the West Coast, where Silicon Valley is minting many millionaires along with its famous billionaires, as well as along the East Coast, where second home and retirement-oriented communities are booming. Last year, vacation home sales broke the national record. Among the playground areas that are prospering on our small cities are No. 4 Naples-Immokalee-Marco Island, Fla., where employment expanded 5.4% last year to 136,200 jobs, Napa, Calif. (eighth, with 15.6% job growth since 2009), and Redmond-Bend, Ore. (12th). On our mid-size list, Santa Rosa, Calif., (Sonoma County) ranks 12th and Santa Barbara- Santa Maria, Calif., 17th. - Forbes

As Napa Valley's prestige increases, so do visitors. If Napa’s wineries, restaurants and roadways seemed busier these past two years, there’s good reason for that. More international and U.S. tourists are being drawn to wine country.  According to two new reports from Visit Napa Valley, the number of people coming to Napa Valley has risen 12.2 percent since 2012, with the bulk of that increase coming from international visitors. Visitors generated $1.63 billion in total spending inside the county last year. In 2012, the number was $1.4 billion. the reports said. -Napa Valley Register

Pop the corks: Napa Valley tourism makes big jump.  Forget last August's Napa earthquake or the lingering recession of recent years. The number of tourists visiting the renowned Napa Valley wine country jumped 11 percent last year to 3.3 million compared to the last survey, in 2012. In 2012, 2.94 million visitors tasted wine, rode the Wine Train, and otherwise nibbled, noshed and sniffed their way through the winery-dotted valley, according to Visit Napa Valley tourism group. -San Francisco Business Times

Local hotels enjoying good times. The Napa Valley’s hotel industry is booming, with revenue up 17.5 percent so far this year over a year ago, according to new data from Visit Napa Valley.  Welcoming weather, an improved economy, more international visitors, an increase in San Francisco tourism and local marketing efforts have all contributed to the rise, said Visit Napa Valley CEO Clay Gregory. -Napa Valley Register

California wine sales surge in 2014.  Last year was the latest in a string of strong years for the California wine industry, with the volume and estimated value of Golden State wines jumping once again. -San Francisco Business Times

Zapolski buys Parkway Plaza downtown. A development group led by Zapolski Real Estate has bought Kohl’s Parkway Plaza commercial complex, effectively claiming control of most of the north side of First Street from Main to Franklin streets.  The partnership also includes Trademark Property Co., which paired up with Zapolski in 2012 to buy the Napa Center retail development adjacent to the Kohl’s Parkway Plaza. The acquisition adds 77,000 square feet of retail and restaurant space to Napa Center, bringing the total area now under single control to more than 380,000 square feet. - Napa Valley Register
