The City Clerk is accepting applications from Napa Residents for a total of four openings; one to serve on the Civil Service Commission, two to serve on the Cultural Heritage Commission, and one to serve on the Tree Advisory Commission.

The Civil Service Commission acts in an administrative capacity for the City Council on issues concerning personnel administration, classified service regulations, appeals by persons in the classified service regarding employment status or condition of employment, and provides recommendations to the City Council on salaries and new classifications in the classified service. The Civil Service Commission consists of five members. Two are appointed by the City Council, two are elected by classified employees, and one member is appointed by the other four Commission Members. This appointment shall be appointed by the City Council. The members of the Civil Service Commission must be residents of the City of Napa for a continuous period of at least one year immediately preceding appointment of the Commission and must be registered voters. The Civil Service Commission meets on the third Monday of each month. Meetings begin at 5:15 p.m. in the Council Chambers at City Hall, 955 School St., Napa.

The Cultural Heritage Commission (CHC) is advisory to City Council on matters related to preservation of historic resources, particularly related to the Historic Preservation Element of the City’s General Plan. This five-member Commission is the decision-making body for Certificate of Appropriateness (See NMC Chapters 2.70.060 and 15.52.) Each member must be a full-time resident and registered voter of the City of Napa with the exception of two designated “preservation professionals” who may be either City or County residents. Qualifications include a demonstrated knowledge or interest in historic preservation or a preservation related field the historic the historic resources of the city, architecture, or urban design. Two designated “preservation professionals” must have professional experience in the field of architecture, landscape architecture, history, architectural history, rehabilitation and construction, urban planning, or other historic preservation related disciplines. One appointment shall fill the requirement of “preservation professional”. The CHC meets the second Thursday of each month at 5:30 p.m. in the City Hall Council Chambers, 955 School Street, Napa.

The Tree Advisory Commission advises the Council on all issues involving trees, including City street trees and “Significant Trees” in the community. This five-member Commission may also serve as an appeals board. At least three of the members shall be residents and registered voters of the city. Two members of the Commission may be residing within Napa County. This appointment shall fill the requirement of city resident. The Commission approves a schedule to meet for five Wednesday meetings a year. Meetings being at 5:30 p.m. in the City Council Committee Room, 955 School St., Napa.
The City of Napa recruits throughout the year for interested residents to serve on a variety of boards and commissions that examine issues of community concern. Volunteers appointed to serve on a board or commission help City Council and city departments examine issues and, in turn, shape the future of Napa. Board and Commission members are appointed by the City Council and terms vary but are typically either two or three years. Most board members must be city residents and registered voters.
