High Performance Building Regulations
The City of Napa has adopted High Performance Building Regulations for new development that address Planning and Design, Energy Efficiency, Water Efficiency and Conservation, Material Conservation and Resource Efficiency, and Environmental Quality. While based on the California Green Building Standards Code (CALGreen), these regulations also include some more stringent local amendments as summarized in Napa Municipal Code Chapter 15.04.
The Building Division provides useful checklists to assist developers whose projects are covered by these local regulations. They list and briefly summarize CALGreen and local measures, noting those that are mandatory under the City's High Performance Building Regulations. There are separate checklists for Residential and Non-Residential projects as their required measures differ:

- Napa High Performance Building Non-Residential Checklist (Water Efficiency and Conservation only)
For Residential projects, Water Efficiency and Conservation measures that are more stringent than CALGreen include kitchen faucet flow rate and Energy Star dishwasher/clothes washer requirements. On the Non-Residential side, Napa mandates an additional 12% indoor savings (Tier 1) beyond the standard 2016 CALGreen fixture flow rates. Non-Residential projects must also meet additional measures for specialized appliances including commercial clothes washers, dishwashers, ice makers, and food steamers. To minimize leaks, projects of all types are subject to a maximum static service pressure of 60 psi. To achive outdoor water savings, projects involving new or rehabilitated landscaping may also be required to meet the Water Efficient Landscape Ordinance (WELO).
