In serving Napa’s housing requirements, the Housing Authority administers a variety of programs, with the recommendations and approval of the City of Napa Housing Authority Board of Commissioners. The Housing Authority works with local organizations to develop innovative approaches for the growing housing needs of Napa Valley.

Rental Assistance Programs

  • Housing Choice Voucher Program: Provides rental assistance to approximately 1,174 households each year, with an annual budget of roughly $5,700,000.
  • Family Self-Sufficiency Program: This program offers Housing Choice Voucher Program holders an opportunity to become self sufficient by assisting with the development of a five year family plan that will increase the family’s income through education and work training. As the family’s income rises, the portion of rent paid by the Housing Authority decreases, with the reduction amount being placed in an escrow account for the family upon completion of the family plan. The program has an annual budget of approximately $120,000 and currently assists 85 families.
  • Laurel Manor Senior Rental Complex: The Housing Authority owns a 50 unit senior housing complex, Laurel Manor. The apartments house low income seniors, with an annual operating budget of $432,000. 
  • Shelter Plus Care Program: The Shelter Plus Care Program is a rental assistance program available to homeless, disabled individuals. Shelter Plus Care requires supportive services be provided to the clients by a referring supportive service agency. The Program is a component of the Napa County Continuum of Care Strategy for the Homeless. The Housing Authority was awarded $250,000 over a five year period and assists approximately nine individuals.
  • Mainstream Voucher Program: The Mainstream Voucher Program provides rental assistance to persons with disabilities.  This program is operated in partnership with North Bay Housing Coalition.  North Bay Housing Coalition acts as the lead agency, in conjunction with agencies through Napa County that provide supportive services for persons with physical, mental and developmental disabilities.  Participants in this program receive both a rental subsidy and supportive services during this five year grant.  The Housing Authority was awarded $899,635.00 over a five year period.  This program assists 30 individuals.

Affordable Housing Programs

  • First Time Homebuyer Programs: The Housing Authority offers a variety of programs to assist first time homebuyers in purchasing their first home. Programs include a down payment assistance program, below market rate new homes resulting from the City of Napa’s Inclusionary Housing Ordinance.  Annually, the Housing Authority’s budget for these programs is a minimum of $500,000 and on average, assists at least 12 families each year.
  • Housing Rehabilitation Programs: Funded through the City of Napa’s Community Development Block Grant Program (CDBG), these programs assist with the rehabilitation of approximately 15 low income owner occupied houses and five rental housing units each year with an annual budget of approximately $350,000.
  • Non-Profit Capital Improvement Program: Another program funded through the City’s CDBG program, this program offers funding assistance and project oversight to the local non-profit agencies to rehabilitate non-profit agency facilities that serve very low and low income City residents. Each year, the program assists on average, six projects with an annual allocation of approximately $100,000.
  • Napa County Continuum of Care Strategy for the Homeless: The Federal Department of Housing and Urban Development (HUD) sponsored Continuum of Care for the Homeless garners funding each year to assist with providing housing and needed services to the homeless population. A competitive process, the Housing Authority generally acts as the lead agency, applying to HUD on behalf of the various project sponsors. The Continuum of Care is a County-wide collaboration between homeless housing and service providers. The annual budget varies, as do the number of persons assisted with the various projects.
  • Affordable Housing Development: The Affordable Housing Development section of the Housing Authority manages programs that increase and preserve the number of affordable housing units available in the City of Napa. These programs vary annually regarding the number of persons served or annual budget figures.
    • The Housing Authority monitors the Inclusionary Housing Ordinance for the City of Napa. Projects that fall under this requirement ensure that affordable housing is developed within the City, along with market rate housing development. The Housing Authority also provides ongoing monitoring of the affordable housing projects.
    • A component of the City’s Inclusionary Housing Ordinance created an affordable housing Trust Fund, funded through impact fees paid by both residential and commercial development in the City of Napa. The Housing Authority administers this fund which is used to create additional affordable housing in the City of Napa by leveraging funding from other sources, such as State and Federal programs.
    • The Housing Authority staff also assists developers in the land use process and financing of affordable housing projects. Financing assistance includes the issuance of Revenue Bonds, loans and application assistance for local, State, and Federal funding sources, including ongoing monitoring of projects.
    • Housing Authority staff oversees the City’s newly created Landbanking Program, which allows the City of Napa to purchase land for future affordable housing development.
