ABOUT THE VERTICAL POLE BANNER PROGRAM

The City of Napa horizontal street banner exists to support local business and non-profit community events within Downtown Napa. The City of Napa allows applicants to select from two types of vertical banners that can be installed on two different types of city light poles.  They are:

  • Victorian Light Pole banners (18 inch x 36.5 inch), and
  • Cobra-head Light Pole banners (30 inch x 84 inch)

The maximum time limit for banners on City light poles is based upon the purpose and promotional focus of the banners. Banners with general promotional messages or designated geographic areas relating to the downtown, (e.g., “Do Napa”) will not have specific time limits, but will be subject to scheduling and requests on a first-come, first-served basis.  

Banners that promote a specific event or date-specific activities shall be limited to thirty (30) days. 
 
ELIGIBILITY
To be eligible for approval, banner messages must promote community events and events that are open to the public. All applications must comply with the banner program guidelines found here.  Banners may not be installed without first receiving both a banner permit and an encroachment permit.  If you have any questions about the eligibility of your banner messaging, please contact the City’s Economic Development staff for clarification. 
 
SELECTION OF TYPE AND LOCATION OF BANNERS
 
 
The map above illustrates the location and types of vertical pole banner locations.  Within the vertical pole banner application, you will need to circle the location of all of the light poles, on which you desire to display your banners.
 
APPLICATION 

A summary of application requirements are as follows:

  1. A completed banner application form;
  2. The name of the organization requesting the permit (the “applicant”), and the name, mailing address, email address, and telephone number of the person authorized to act on behalf of the applicant;
  3. A proposed schedule for installing and removing the banners;
  4. The number of banners proposed;
  5. A map identifying the location of the proposed banners (see per application);
  6. Camera-ready artwork of the proposed banner design with colors and dimensions;
  7. Other information as indicated on the application form or determined by the City to ensure compliance with these guidelines.
  8. The application must be signed by the designated signature authority of the applicant (e.g., president, chair, etc.).
